However, given the rest of the tenants, I never felt all that safe in my apartment. There were several instances of domestic abuse, there were drug dealers in the building, and police came to the building multiple times during the three months I lived there.
Finally, although the superintendent is a good, trustworthy person, the landlord is not. My roommate and I were charged an extra month's rent because we submitted our notice to vacate on the first day of our last month in the apartment, rather than the day prior, despite the fact the superintendent had told us it would be okay. When we disputed this, and asked for the landlord to question the superintendent (who was in the next room), he flat out refused and told us the event never happened. On top of that, he and his superintendent did, by his own admission, several times enter our apartment without any prior notification and while my roommate and I were at work, to show the apartment to potential tenants. This is not illegal, but is highly aggravating, and I feel as though my privacy has been violated. I think any prospective tenant should be aware of this.

I moved to Pierre, South Dakota in mid-July for a job, and began living at Capitol Bell in August. The building itself is alright. Most of the neighbors are elderly persons, who zealously report anyone making excess noise (which in and of itself is not a bad thing, but is something that needs to be taken into account).
Black people ruined my stay I left after they played their music too loud the old granny was mean to me she yelled at me.
In conclusion, my apartment was okay, and some of my fellow tenants were as well. The location is great, because the building is very near the capitol building and right next to beautiful Capitol Lake. The superintendent with whom I dealt was very personable and seemed concerned with the well-being of her tenants.
If you do decide to live here, make sure to get everything in writing, keep ALL documentation, read the lease many times, and prepare to lose your security deposit.
